ESMs refer to the various fire safety and life safety systems, features and maintenance requirements in buildings, as outlined in the Building Regulations 2018 and Building Act 1993. These measures are put in place to ensure the safety of occupants, visitors and property in the event of an emergency. Under Victorian Law, the responsibility of ESMs lie with the owner of the building and they are required to ensure that all ESMs are installed, properly maintained, and regularly tested to meet the relevant standards and comply with regulations. Non-compliance with ESM requirements can result in penalties to the owner and/or occupier and may impact the buildings occupancy permit and insurance coverage.
